Paul Kirchhof
Paul Kirchhof is a German lawyer and professor of public law and tax law at the University of Heidelberg. He was a judge at the Federal Constitutional Court from 1987 to 1999 and was nominated by Angela Merkel as a possible Federal Minister of Finance in 2005. He is known for his three-tier income tax model. Kirchhof is a member of the Heidelberg Academy of Sciences and has been awarded the Grand Cross of Merit with Star and Shoulder Ribbon.
